In the military units of the Combined Forces Operation of the Armed Forces of Ukraine, military commissariats of Donetsk and Luhansk regions, mobile courses on prevention of corruption and education of integrity were completed during May-June 2019.
With the support of the Joint Forces Command and directly Lieutenant General Sirsky OS. implementation of the anti-corruption training curriculum envisaged by the Plan of measures aimed at implementing some of the principles of the state internal policy towards particular areas of Donetsk and Luhansk regions where state authorities temporarily do not exercise their powers, approved by CMU Order # 11.01.2017 of 11.01.2017 .
The courses were conducted under the program of the international non-governmental organization Transparency International and with the assistance of the Ministry of Defense of Great Britain.
According to the Chief of the Office for Prevention and Detection of Corruption of the Ministry of Defense of Ukraine, Colonel of Justice Vadim Prymak, as the head of mobile courses, the goal of conducting anti-corruption courses was generally achieved. In difficult circumstances, it was possible to attract the maximum number of management personnel, persons authorized to prevent corruption of military authorities, military units and military commissariats.
– Students learned theoretical knowledge, practice of application (observance) of anti-corruption legislation, requirements of the Minister of Defense of Ukraine on combating corruption by persons authorized to perform the functions of state or local self-government, basic mechanisms and algorithms of actions in preventing and counteracting corruption, ethical behavior in the performance of military duty.
– It is recognized that the task of preventing corruption has been identified by the Minister of Defense of Ukraine as one of the priorities in the implementation of defense reform in the context of the implementation of measures to ensure national security and defense, repel and deter the armed aggression of the Russian Federation.
The activity of the Ministry of Defense and the Armed Forces of Ukraine in the field of preventing and combating corruption is carried out in accordance with the requirements of the Anti-Corruption Program for 2018-2020 (approved by the Decree of the Ministry of Defense of 27.04.2018 № 190).
During anti-corruption courses, Vadim Prymak focused primarily on practical issues that were of great concern to the students, namely the prevention of corruption and corruption-related offenses related to restrictions on the use of official authority or position, obtaining unlawful benefits or gifts, concurrence and reconciliation with other activities, joint work of close persons, financial control and procedure for filing declarations, the presence of conflicts of interest, and the forms and methods of their legislative settlement.
– The students got acquainted with the leading international standards and practices in the field of preventing and combating corruption.
According to the course leader, thanks to the decision made by the leadership of the Ministry of Defense of Ukraine, we have implemented the recommendations of NATO experts on the results of the next stage of the Self-assessment of the structures of the security and defense sector for detection of corruption risks and threats.
According to the results of the conducted mobile courses, a number of anti-corruption measures (mechanisms) aimed at improving the system of official activity of officials of the Ministry of Defense and the Armed Forces of Ukraine will be developed in the near future.
